I find it heartbreaking that county leaders find it expeditious to build a juvenile detention center in Winona, rather than investing in all our children. Research shows that if we want equitable communities, human resources must be expended to cultivate all kids’ potential, including that they learn how to read by third grade. A detention center in Winona sends the message to citizens that we expect youth to fail. I suggest we fertilize and protect our most vulnerable, and remember the wisdom of our forebears who pointed out, an ounce of prevention is worth a pound of cure. Certainly, we can agree that every child deserves opportunities to fully develop as we concentrate on delivering the services and conditions they need to flourish.
