A 19-year-old Sparta, Wis., man has been charged with domestic assault by strangulation, domestic assault causing harm, domestic assault causing fear, fifth-degree possession of a controlled substance and possession of a firearm with an altered serial number.
Collin Berlin-Burns allegedly choked someone at a hotel in Winona at the end of April. The victim reported the alleged assault to Winona Police Department officers at the beginning of May, and officers then attempted to locate Berlin-Burns. They did so on May 18 at about 12:32 p.m. on the 1700 block of West Seventh Street. At that time, he was allegedly seen on video placing a backpack down. Officers located the backpack, and they reportedly found cocaine and a handgun with an altered serial number in it.
